Improvements:

1. [LUNA-7507] Support for older python versions was dropped. Python 3.13 is required now.

2. [LUNA-7542] Added frames monitoring series, which collects data of the stream decoding process. See monitoring documentation for more info.

3. [LUNA-7216] The people-count analytics licensing is now enabled not only for the videosdk resource, but also for streams.

4. [LUNA-7568] SDK version updated to 5.28.0.
