Improvements:

1. [LUNA-7545] Caching of descriptor lengths for general events has been implemented. When creating general events along with the descriptors, keep in mind that descriptors of the same type and version must have the same length, otherwise the events will not be created and a response with the 409 status code will be returned.

2. [LUNA-7589] The database creation using base_scripts module is no longer supported, for database preparation use storages tool provided by VisionLabs.
