1. [LUNA-7602] Fixed a bug where a stream which processing had finished or failed, and then after the agent processing that stream disconnected, the stream could change its status to pending.

2. [LUNA-7621] The internal server error on create stream when license analytics streams limit feature is unavailable was fixed.
