Improvements:

1. [LUNA-7632] A new algorithm for streams distribution among agents has been implemented. The choice of this algorithm is now governed by the LUNA_VIDEO_MANAGER_STREAMS_DISTRIBUTION_ALGORITHM configuration setting.

2. [LUNA-7637] The stream analytics scheduling was added. It allows to specify working intervals for each stream analytics.

   • replace stream

   • get stream

   • get streams
