1. [LUNA-8075] Added the ability to work without a Kubernetes cluster to the service. A new USE_KUBERNETES parameter has been added to the configuration to indicate whether kubernetes needs to be used at work. Now you can use local_kaniko for parameters.image_builder in build image for started build without using kubernetes
