Improvements:

1. [LUNA-6492] The base image for lambdas mechanism was updated. For more information about development see lambda requirements. The base_image parameter was added for create lambda and update lambda requests.

2. [LUNA-6523] The task scheduling was added for Cross matching and Roc task. See scheduling for details.

Bugs fixed:

1. [LUNA-6538] An useless setting ‘FETCH_EXTERNAL_IMAGE_TIMEOUTS’ was removed.
