Improvements:

1. [LUNA-6652] The notification_policy field was added to tasks. The notification_policy allows to send notification on tasks status changes using callbacks, which allows to send data to the third party system by specified url.

   All tasks support notification_policy. For example, see create gc task and create tasks schedule requests.

   New resources were added: - get task notification policy - replace task notification policy
