Improvements:

1. [LUNA-5575] PLATFORM_SETTINGS.match.reference_limit configuration parameter is taken into account when matching against “external_id reference”.

Bugs fixed:

1. [LUNA-5789] Matcherlib module logging was fixed. When cached matcher was enabled, the matcher lib module save logs to the temp directory. This behavior could not be disabled by settings LUNA_PYTHON_MATCHER_LOGGER.LOG_TO_FIE=false.

2. [LUNA-5798] A matcher lib log set up was fixed. Matcherlib logs was not writen before on log level INFO.
