Improvements:

1. [LUNA-6649] The subtask_callbacks field was added to get task notification policy, replace task notification policy. The subtask_callbacks allows to send notification on subtasks status changes using callbacks, which allows to send data to the third party system by specified url.

   All tasks support subtask_callbacks:

   • gc task

   • additional extract task

   Tasks scheduling also support notifications for subtasks (not for schedules):

   • create tasks schedule

   • get tasks schedule

   • get tasks schedules

2. [LUNA-6658] Added /metrics route that response with requests statistics in prometheus format. See docs for details.
