Improvements:

1. Service dependencies were updated.

2. [LUNA-6765] Added check for docker registry and lambda base image availability during service start-up.

3. [LUNA-6758] From now on the proxy right is not required to make proxy requests to lambdas.

4. [LUNA-6806] Support for older python versions was dropped. Python 3.12 is required now.
