Bugs fixed:

1. [LUNA-6983] A decoding error handling was fixed. The service returned an Internal server error error for resource /videosdk if an error occurred during video decoding. The service returns error with code 43004 and status

   code 400 in this case now.

2. [LUNA-7024] An incorrect frame timestamp was fixed for video which containing some packages without pts.
