Improvements:

1. [LUNA-7359] The ADDITIONAL_SERVICES_USAGE setting was extened by LUNA_FACES. From now on it is possible to run Luna Admin service without Luna Faces.

   Several resources will be forbidden if service Luna Faces is disabled. See get lists, get list.

   A logic of several resources will be adjusted if service Luna Faces is disabled. See sys_info.
