Improvements:

1. [LUNA-7306] Logging for handler and verifier policy execution time has been expanded

2. [LUNA-7320] For multiple detections on a raw image, image origin is uploaded to the the Image Store once for all detections according to Image Origin Policy if enabled

3. [LUNA-7342] Luna Faces service became optional, and its usage can be configured by luna_faces parameter of ADDITIONAL_SERVICES_USAGE setting. When Luna Faces service is disabled, the following restrictions apply: - not possible to use handlers/verifiers if storing faces or attributes enabled in Storage Policies; - not possible use handlers/verifiers if face matching candidates configured in Match Policies; - not possible to create and use handlers with Link Policy configured
