Improvements:

1. [LUNA-7382] The ADDITIONAL_SERVICES_USAGE setting was extended by LUNA_PYTHON_MATCHER. From now on it is possible to run Luna Tasks without Luna Python Matcher.

   If Luna Python matcher and Luna Python Matcher Proxy are disabled creation of clustering, roc, cross-match tasks will be unavailable.
