Improvements:

1. [LUNA-7401] The ADDITIONAL_SERVICES_USAGE setting was extended by LUNA_REMOTE_SDK. From now on it is possible to run Luna Tasks without Luna Remote SDK.

   If Luna Remote SDK is disabled creation of additional extract task will be unavailable. If Luna Remote SDK is disabled creation of estimator task is possible, but task will works only if the handler which is used by such task does not require Luna-Remote-SDK service.
