1. [LUNA-7752] From now on the agent streams response calculates required feedback_frequency and register agent calculates required refresh_period in response as minimal from LUNA_VIDEO_MANAGER_STREAM_STATUS_OBSOLETING_PERIOD and LUNA_VIDEO_MANAGER_AGENT_STATUS_OBSOLETING_PERIOD what will prevent agent downgrading or streams downgrading in case when obsoleting periods are too much different.
